Under the implementation of the above-referenced programme, the current assignment foresees to provide a technical assistance team (TAT) in support to the contracting authority i.e. the office of National Authorising Officer of the Ministry of Finance. The CSO-RISE programme aims to contribute to inclusive growth and reduction of social inequalities. The proposed action has been designed to be implemented through grants supporting civil society organisations' (CSO) initiatives under the 11th European Development Fund (EDF).This support is to complement the future programmes foreseen under sector 2 (‘productive investments in agriculture in the savannah ecological zone’) and sector 3 (‘employment and social protection and employment creation’).
In this regard, a TAT will assist the contracting authority with the following activities: preparation of a call for proposals, design and implementation of a monitoring and evaluation tool applying for the grant projects, develop a knowledge management and communication strategies with third parties including dissemination of best practices, and any other ancillary tasks that might be requested.
The Team Leader will be responsible for general project management and implementation, including marketing and promotion of the action, coordinating with technical teams, linking and managing participants, reporting, and networking with government agencies. The Team Leader will report to the AGI, Ministry of Finance and EU Delegation and will manage project support staff.
The key expert should have at least a Master's Degree in a business related subject such as Economics, Trade, Finance, Private Sector Development, or other relevant fields or equivalent professional experience of at least 2 years in addition to the requested general professional experience.
General professional experience
At least 6 years of relevant professional work experience of which 3 years as a professional in SME, export and domestic trade development.
Specific professional experience
- Proven experience in the development and implementation of strategies and workplans to stimulate foreign trade, including the development of business linkages, market research, market penetration and sales promotion.
- Requisite experience of working with the value chain and gap analysis.
- Excellent written and oral communication in English required.
The location of the programme will be in Accra at the Association of Ghana Industries (AGI). Moreover, interventions may be required at the regional and district levels and outside Ghana.
The intended start date is February 2018 and the period of implementation of the contract will be 36 months from this date.
