The Royal Government of Cambodia (RGC) has received a loan from the Asian Development (ADB), and grants from the Global Agriculture and Food Security Program (GAFSP) and the Strategic Climate Fund (SCF) to implement the Climate Resilient Rice Commercialization Sector Development Project (Rice-SDP).
Development of a WICI scheme will be undertaken under Rice-SDP as a means of reducing the risk associated with rice production. The rationale is that farmers are currently reluctant to commit scarce cash resources to buy quality seed material as they are exposed to the vagaries of weather and regularly lose crops due to extended periods of inundation early in their early post germination period. The development of a crop insurance product will allow farmers to replace seed from flood-affected crops without affecting their cash resource base. This will allow farmers to commit resources to buying improved quality seed on an annual basis rather than relying on retained seed from the previous crop that is currently widely practiced with its direct impact on reducing productivity.
The meteorologist/climate adaptation specialist shall have a Masters in Natural Resource Management and preferably have 10 years’ experience in natural-disaster risk management, especially relating to climate variability and extreme weather events. Working closely with crop insurance product specialist, the meteorologist/climate adaptation specialist will undertake the following tasks:
(i) Undertake assessment of climate risks vulnerability and adaptation of selected districts to identify specific sub-districts as the area for pilot testing, taking into consideration crop production, availability of the reference weather station, and the quality of historical or time series data and potential unit areas;
(ii) Identify weather stations that will be upgraded by the project and prepare costing and a work plan;
(iii) Analyze weather data for crop modeling to define the crops, risks, and areas to be insured;
(iv) With the agriculture specialist, identify usable weather data stations and required infrastructure in relation to identifying potential farms to be insured;
(v) Assist in conducting consultation missions with various stakeholders and build awareness of the potential impact of climate variability and extreme weather events to facilitate buy-in and uptake of this type of insurance product;
(vi) Lead the coordination and logistical arrangements in conducting training and workshops, including providing capacity-building training to concerned government agencies and, in consultation with the agriculture specialist, providing educational seminars on agriculture risk management to farmers;
(vii)Provide necessary inputs and assistance during crop modeling and design of WICI models; and
(viii) The climate adaptation specialist (international) is also expected to train/provide capacity building support to the national specialist.
