Consulting Services for the SME Lending Programme (SELP)

The current banking practices in Myanmar severely limit SME access to loans. Therefore, one of the objectives of German Financial Cooperation (FC) in the sector is to enable the formal banking sector to provide appropriate financing to small- and medium scale enterprises (SMEs). On behalf of the German Federal Ministry for Economic Cooperation and Development KfW supports the Ministry of Finance (MoF) of Myanmar in promoting SME finance and build capacity of adequate financial services. As a result of the government negotiations in 2013, the MoF and KfW have started to prepare the implementation of the SME Lending Programme (SELP) Myanmar. The Programme consists of a Refinancing Facility of EUR 3.3 million as well as Accompanying Measures of up to EUR 1.15 million to CB Bank.

The requested Accompanying Measures comprise of

(i) consulting services and

(ii) a training programme to CB Bank and will be implemented in three phases.

In Phase 1 the Consultant will conduct a brief needs assessment to appraise the status quo of CB Bank. Phase 2 will include the support of CB Bank in implementing the Programme while in Phase 3 the Consultant will review and evaluate the results and lessons-learned of Phase 2.

The scope of work will include consultancy services at the institutional level (i.a. strategy development, business planning and organizational development; design, promotion and marketing of SME lending products; SME lending methodology; human resource management; risk management; internal audit and control; management information system) and trainings at the operational level (i.a. including class-room training and on-the-job coaching at different operational levels; training of trainers).

Qualifications: 
  • Finance related University degree
  • At least 10 years work experience in financial sector development
  • Profound experience/expertise in the banking and financial sector in South East Asia and in particular in Myanmar
  • Profound experience in SME finance and implementation of Financial Cooperation SME finance programmes
  • Experience and in training, capacity building and organizational development in financial institutions.
