The assignment encompasses the delivery of advisory services for the project “Improvement of the framework conditions for a Sustainable Economic Development in Mozambique - ProEcon" (PN 2012.2190.1) related to Intervention Area 3: Promotion of an Inclusive Financial Sector in Mozambique, with the objective of increasing the access and use of financial services especially in rural areas.
The Team Leader, an international senior short term expert, will be responsible for the day to day management of the project, including the planning, coordination of the various inputs, ensuring outputs are delivered and the overall quality of the services provided is maintained. The Team Leader will have overall responsibility for the smooth running and timely implementation of the project and the efficient use of project funds.

Qualifications and skills
University degree in economics or related subjects where the normal period of university education is at least four years
Excellent communication, management- and leadership skills;
Fluency in written and spoken English and Portuguese; Spanish language skills are an alternative for Portuguese
General Professional experience
At least 5 years of experience in financial sector development, financial inclusion, digital financial services and innovation development issues in the financial sector
- At least 3 years of experience in with international donor funded projects
Specific Professional experience
Extensive knowledge and understanding of innovation and enterprise policy development and implementation
Deep understanding of the challenges in Financial Agent Networks and international best practice in the creation of an enabling business environment for such networks
Experience in institutional capacity development and skills transfer projects
- Highly competent in all aspects of project cycle management
Tasks:
Plans, co-ordinates and implements the activities indicated in “Section II-Detailed specifications”in cooperation with the Intervention Area 3 team-leader
Supports the identification of required expertise and expert profiles for the development of key enabling activities
Advises and supports partner organizations (e.g. FAN, financial institutions, mobile money operators) in their strategic and technical requests as well as facilitates their activity planning and implementation (e.g. for project proposals)
- Liaises and maintains regular contact with relevant institutions, partners, service providers etc.
M&E and Reporting
Documents results in each project activity undertaken
Supports public relations activities for the ProEcon Program
- Observes topics directly related to the ProEcon Program through evaluation by the press, direct dialog, forum participation, public hearings, seminars, etc.
Research and Training
Conducts surveys or assists in the conduction of surveys focusing on the use of agents for increasing access and use of financial services
- Develops and conducts relevant trainings (independently and/or with external support)
Additional Tasks
Familiar her-/himself with other GIZ-projects, concepts and states of implementation as well as with related experts and staff
Represents the interests and always acts on behalf of the GIZ-project
Travels within Mozambique whenever required
Overall Project duration from 01/2013 to 12/2016 (4 years)
The team leader is expected to begin the assignment in March 2015. The project will be phased out in November 2016.
Work Load: up to 200 working days - the teamleader would not be based in Maputo permanently but travel to Mozambique for missions.
