Supporting Implementation of the Bangladesh Climate Change Strategy and Action Plan

The economist should generate environmental costs and benefits estimates in collaboration with other experts on the study team, enabling and undertaking cost-benefit analysis of different adaptation and mitigation policy options. The economist will:

  • Design a proposal to assess the impact of climate change on poverty and on people living in vulnerable and climate sensitive areas;
  • Design a proposal to evaluate the impacts of climate change on the macro economy of Bangladesh including impacts on growth, employment, trade patterns, inflation, balance of trade, etc.;
  • Design a proposal to assess sectoral economic impacts of climate change for major sectors;
  • Provide a methodology to be used for calculating climate adaptation costs pursuant to the Stern Review;
  • Conduct initial scoping of the data requirements to undertake cost-benefit analysis of climate change adaptation options, and provide a feedback for the climate change specialist of the team;
  • Propose an approach and techniques for poverty data analysis incorporating climate change issues and use of the present management information system for this purpose;
  • Undertake cost-benefit analysis of different climate change scenarios, and assess how to integrate climate change impacts in development planning process;
  • Prepare training materials for Government on climate change economics, financial mechanism, etc.;
  • Prepare progress reports, briefing notes, and other documentation, as required;
  • Identify additional studies (and resources) and subproject components that may be undertaken during TA implementation.
Qualifications: 

 Qualifications

  • Advanced degrees in Environment/natural resource Economics, Development Economics, Development Studies, or closely related fields;
  • At least 10 years experience in relevant field

The main responsibility of the consultant is to design a project for the country (like a mini Stern Review) on the economics of climate change. The environment economist will have extensive knowledge on climate change issues and a working knowledge of the Stern Review on the economics of climate change, as well as on the professional knowledge on the valuation of costs and benefits of climate change
