Filière du Vin

The overall objective of the EIB funded “Filière du Vin Upgrading” initiative, to which this project will contribute, is to support the modernisation and development of the Moldovan wine sector in accordance with the existing 2005-2020 wine sector planning horizon as defined in national legislation. The ultimate objective is for the sector to match international benchmarks and best practices for the cost effective production of quality wines.

The proposed programme of Technical Assistance is to be carried out, with particular reference to the investment needs of the sector which might be satisfied through EIB financial support, with following specific objectives:

  1. Under Component 1 “Support the upgrading of the country’s Filière du vin”:

  • the establishment and population of a national vineyard and winemaking register in collaboration with a body to be established: the National Office of Vine and Wine (NOVW), and the established Project Implementation Unit (PIU)

  • direct and indirect support to Micro, Small and Medium-sized Enterprises (MSMEs),

  • support for the preparation of business plans and, where appropriate, the development of specially adapted financing products, e.g. equity and quasi-equity, leasing and guarantee type structures within existing and new Financial Intermediaries to finance enterprises/sub-projects forming part of the Filière-du-vin in a competitive manner, and

  • propose a reporting system for monitoring of the projects financed by the EIB.

The EIB funded “Filière du Vin upgrading” loan operation covers the years 2011 to 2014 (to be extended until 2016), and is intended to help in the implementation of the measures included in the national legislation. As such, it is important to ensure the fit of the main objectives and associated conditions of the EIB operation with the on-going implementation of the specific legislation and other relevant national regulations.

The purpose of these two Components of Technical Assistance is to help create an administrative, technical, financial and educational framework which will support the Filière-du-Vin’s stakeholders, and the grape and wine producers in particular, to allow them to recover from previous operational and financial stress, and establish a sound technical and economic base for the future development of a key sector of the Moldovan economy.

Qualifications: 

Qualifications and skills

  • Education at least up to University Degree or equivalent in, e.g. Agricultural Economy, Business Administration, Marketing;
  • Fluency in written and spoken English is essential; knowledge of Romanian and/or Russian is an advantage;
  • Computer literacy;
  • Pro-active personality, with the  ability to work well in a team, and excellent communication and inter-personal skills

General professional experience

  • Business and commercial development of the wine sector within the EU, as evidenced through at least 5 years of relevant professional experience;
  • Minimum 5 years of professional experience in international wine markets;

Specific professional experience

  • Additional knowledge in marketing of SMEs in the wine sector in one of the major EU countries would be of particular interest.
Start / Duration: 

The intended start date is July 2014 and the period of execution of the activities is of 24 months from the commencement date. The input of the Team Leader will be 100 working days.
