Promoting Inclusive Financial Services for the Poor

This consultant will work closely with Financial Regulatory Commission (FRC), Mongolia Confederation of Credit Unions (MOCCU), and Mongolia Cooperative Training and Information Center (MCTIC) to define appropriate content and methods for monitoring and evaluating outputs and outcomes of the project, particularly using randomized evaluation methods to generate more accurate measures of the impact of training methods on Savings and Credit Cooperation (SCCs) and the impact of financial education methods on the target groups.

Tasks of the expert:  

  • Working closely with the FRC Microfinance Department, the national monitoring and evaluations consultant and the national project logistics and reporting coordinator, the randomized evaluation specialist will
  • (i) establish baseline data for capacity of all SCCs using the MOCCU and MCTIC "classroom" pre-test of SCC management done on-site;
  • (ii) establish baseline data for performance of all SCCs from FRC quarterly reports;
  • (iii) establish baseline data for public financial knowledge and financial behavior via field survey administered by FRC;
  • (iv) audit baseline survey, using a third party reviewer to checking a subsample of responses;
  • (v) establish endline data for capacity of all SCCs using MOCCU and MCTIC "classroom" post-test of SCC management, conducted when management completes classroom course or returns MP3 and video materials;
  • (vi) establish endline data for performance of SCCs from FRC quarterly reports; (vii) establish endline data for public financial knowledge and financial behavior via field survey conducted by FRC;
  • (viii) audit endline survey of public financial knowledge, using a third party reviewer to check a subsample of responses;
  • (ix) establish endline data for public financial behavior from banks and SCCs where available;
  • (x) complete data analysis and recommendations regarding
Qualifications: 
  • The specialist should have a degree and postgraduate study in economics, finance, or similar fields, with a minimum of 5 years work experience and publications in randomized evaluation of field programs to benefit the poor.
  • At least 5 years direct experience in output and results-based monitoring and evaluation systems is required, including at the national level.
  • Prior experience in Asia, and particularly in Mongolia, is desirable.
  • Strong English writing and speaking skills and a history of working closely and comfortably with national counterparts is required.
