For about a decade, the Government of Algeria - supported by its international partners - has been implementing institutional and economic reforms which aim at improving the performance of governmental bodies, authorities and institutions as well as of private companies. Diversification of the economy is a high priority of the Government of Algeria in order to reduce dependence on one sector for revenues, namely from oil and gas. The EU-funded "Programme for Economic Diversification" ("Programme Diversification de l’Economie" - DIVECO) is one of the programmes currently being implemented with the objective of progressively reducing this dependency and diversifying in order to exploit the potential of other sectors. It supports the Government of Algeria in the implementation of the national diversification strategy in the agriculture, agri-business, and tourism sectors.
With regard to the agricultural sector, there is an overall need to strengthenknowledge and technical skills through tailored training programmes, in particular in the following fields:
- Dissemination of good agricultural practices;
- Labelling, certification and traceability of agricultural products;
- Support to animal and plant health services;
- Elaboration of agricultural policies and strategies as well as local development plans;
- Organisation of ToT (training of trainers) in agricultural techniques, management of marketing structures and trade channels, including for imports and exports.
AFC has been contracted as per February 2013 to organise and deliver this training in the areas identified by the Ministry of Agriculture and Rural Development (MADR) for the benefit of its agricultural sector staff.
The overall objective of the project is tofurther develop and strengthen the skills of the agricultural sector’s human resources in order to enable them to contribute efficiently to the realization of the "Algerian Policy of Agricultural and Rural Modernization".
The activities will focus on four distinct training activities and fields, namely for:
- Executives of two technical institutes [Technical Institute of Horticulture and Industrial Crops (ITCMI) and Technical Livestock Institute (ITELV)] concerning the procedures for product labelling, certification and traceability accomplished in their respective professional domains.
- Personnel of MADR’s DFRV (Directorate of Training, Research and Extension) and DPIEE (Directorate of Planning for Investments and Economic Studies), of INRAA (National Institute of Agricultural Research in Algeria), and of CNA (National Chamber of Agriculture).
- MADR personnel at its administration and training facilities (training centres, technical and technological institutes) as well as for personnel at cross-sector bodies under MADR supervision.
- Personnel of the Wilaya Chambers of Agriculture (CAW) and of the National Chamber of Agriculture (CNA).
