The consultant will implement a case study-based high quality Impact Assessment study of the GIZ LRP Yogyakarta. It is intended that the results of the study be published in a suitable outlet in order to highlight GIZ’s approach and to submit lessons learned for future similar interventions and projects.
The objectives of the study are:
To assess the impact achieved by the Livelihood Recovery Project in relation to the status of implementation up to the end of March 2011
To assess the approach and the activities in the three components of the project in terms of their effectiveness and the impact they have created.
To assess and sum up the lessons learned among the beneficiaries and stakeholders involved in LRP activities.
To study the synergy effects of technical assistance and financial assistance and their long-term sustainability in a time frame of at least one decade (2011 – 2021).
To recommend effective Livelihood Recovery Strategies for the future and to present these to the GIZ, World Bank, JRF and local government.
Tasks: The rural development specialist must assess the household and village level impacts of the technical assistance (TA) type of interventions. He/she must perform up to 4 case studies in the project area in Yogyakarta and Central Java province. The rural development specialist must include assessment of household income effects, intra household labor allocation effects, village labor market effects, effects on migration of village HH members. Assessments of impacts on beneficiaries accessing loans with refinancing from the project’s credit fund shall also be studied.
Qualifications:
extensive knowledge of livelihood analysis, and a good understanding of village economies and household systems in Asia
Some knowledge and experience in rural anthropology desirable
Good skills in data collection and interview techniques
Ability to conduct field research in rural setting
Good knowledge of especially non-parametric statistical methods and excellent writing skills with proven record of publications in development practice journals.
